You temporarily verify your account using a Hong Kong virtual number, authorize your device, then later replace the temporary number with your real one.

Search for an NCSoft-compatible Hong Kong number.
Rent a temporary +852 number.
Launch Aion 2 Taiwan and reach the verification screen.
Select Hong Kong (+852).
Enter the rented number.
Wait for the SMS verification code.
Enter the code and authorize your device.
Once your PC is trusted and you can enter the game:
Open the account security settings again.

Replace the temporary Hong Kong number with your real mobile number.
